همكاری داشت و بیشتر مقالات آن را می‌نوشت. پس از كودتای 1299ش و نخست وزیری سید <del style="font-weight: bold; text-decoration: none;">ضیاء، </del>رعد تعطیل شد. درین هنگام خلیلی روزنامه اقدام را پایه‌گذاری كرد. روزنامه اقدام از همان آغاز انتشار مقالات تند و آتشینی علیه انگلستان می‌نوشت. به گفته محمد صدرهاشمی به سبب توقیف‌های مكرر روزنامه، در مدت 27 سال بیش از 1098 شماره از آن منتشر نشد. در دوره رضاشاه مدت طولانی تعطیل بود و پس از وقایع شهریور 1320ش مجدداً از دی آن سال شروع به انتشار كرد. سرمقاله‌های اقدام همه به قلم خلیلی بود و معمولاً روش سیاسی او بیگانه ستیزی بوده است. قطع روزنامه بزرگ بود و بیشتر صفحات آن حاوی اخبار داخلی و خارجی و برخی مقالات و ترجمه نوشته‌های خارجی بود. اقدام در روزگار خود در زمره نشریات مفید و خواندنی به شمار می‌رفت. در دوره‌های مختلف توقیف، خلیلی روزنامه را با امتیاز روزنامه‌هایی به نام‌هایی چون بیدار، قیام به حق، مرگ و خلق در می‌آورد.  </div></td><td class="diff-marker" data-marker="+"></td><td style="color: #202122;
