نخستين بار اصطلاح داروغه (وازژة مغولی به معنای رئیس) در دورة مغولهاي ايلخاني (654- 750ق/ 1256- 1349م) پديد آمد و رفته رفته جايگزين اصطلاح شحنه (نگهبان و پاسبان شهر) شد و تا اوايل دورة مشروطيت (1324ق/ 1906م) پايدار باقي ماند.<sup>1</sup> مقام صاحب اين شغل در سدههاي 7 و 8ق/ 13 و 14م برابر با مقام صاحب شُرطة (حاكم پايتخت و مسئول نظم شهر) در دوران خلافت بود.<sup>2</sup> <br />

در دورة صفوي داروغگي منصبي شبيه شهردار شهر،<sup>3</sup> و جزو ديوانبيگي بود و محافظت از شهر و خارج شهر را برعهده داشت.<sup>4</sup> داروغه در دورههاي تاريخي مختلف به صاحب منصبهاي گوناگون نیز گفته ميشده است، مانند حكام شهرها، حكام پايتخت، سرپرست منشيان ادارات، سرپرست فراشخانه (داروغة فراشخانه) و دفترخانه (داروغة دفترخانه)<sup>5</sup> و رئيس شبگردان و پاسبانان شهر يا نظميه (شهرباني).<sup>6</sup> بازارهاي شهرهاي بزرگ نيز داروغه داشتند كه بر امور بازار نظارت ميكردند.<sup>7</sup> در دورة قاجار داروغگان بازار مانند مُحتَسِب<sup>*</sup>،گرانفروشان را تنبيه و جريمه ميكردند.<sup>8</sup> زندان شهر تهران هم زير نظر داروغه بود.<sup>9</sup> در عاشوراي هر سال داروغة بازار شهر تهران در سبزه ميدان مينشست و دستههاي عزاداري محلهها از برابر او ميگذشتند و برخي از مردم براي آزادي زندانيانشان نزد او شفاعت ميكردند.<sup>10</sup> <br />
