(522 پ.م). پس از آن با فرو نشاندن شورشهاي پارس، ماد، بابل، ليدي و مصر و مجازات رهبرانشان قدرت خود را تثبيت كرد<sup>(2)</sup> و براي سركوب سكاهاي بالكان به دهانة دانوب لشگركشي كرد كه آنها از مقابل سپاه هخامنشي گريختند و دايوش از تعقيبشان نتيجهاي نگرفت.<sup>(3)</sup> سركوب شورشهاي دولت شهرهاي ايونيه در آسياي صغير (494-499 پ.م) و جنگ ناموفق با يونانيان (490 پ.م) اقدامات نظامي بعدي او بودند. در اواخر پادشاهيش شورشي عليه او در مصر و به رهبري يكي از نوادگان فراعنه اين كشور روي داد كه مرگ داريوش (486 پ.م) در سن 64 سالگي فرصت دفع آن شورش را از وي گرفت و خشايارشا فرزندش از آتوسا دختر كورش جانشين او شد.<sup>(4)</sup> داريوش بزرگترين سازماندهنده امپراتوري است كه از شرق تا سند، از شمال شرق تا آمودريا و از غرب تا آسياي صغير و قلب آفريقا امتداد مييافت. او براي ادارة اين شاهنشاهي آن را به ساتراپ نشينهايي تقسيم كرد و قدرت ساتراپها را از طريق قرار دادن مأموران اداري، مالي و نظامي در كنارشان كاهش داد.<sup>(5)</sup> وجود مأموراني به عنوان چشم و گوش شاه او را از نزديك در جريان امور ساتراپها ميگذاشت. علاوه بر اين، با احداث جاده شاهي و نيز سيستم مراسلات سريع (چاپار) ارسال اخبار و پيام در سراسر قلمرو هخامنشي به سرعت انجام ميشد. او به سازماندهي و اصلاح ساختار ارتش و تشكيل سپاه جاويدان پرداخت.<sup>(6)</sup> داريوش براي تسريع امر تجارت، پول واحدي از سكههاي طلا و نقره وضع كرد و در زمينه ماليات نيز خود به دقت نظارت داشت او به كشاورزي و ساخت و ساز نيز بسيار علاقهمند بود و در پنج پايتخت اداري، سياسي و آييني بابل، هگمتانه، شوش، پرسپوليس و پاسارگاد و شهرهاي بزرگ امپراتوري با به كارگيري صنعتگران و هنرمندان اقوام تابع هخامنشيان بناهاي چشمگيري ساخت كه پارسه (تخت جمشيد<sup>*</sup>)، شاهكار معماري ايران از جمله آنهاست، حفر كانال سوئز نيز بنا بر كتيبة آن، نخستين بار به فرمان او انجام شد.<sup>(8)</sup> داريوش از خود كتيبههايي به خط ميخي و زبانهاي فارسي باستان، بابلي عيلامي و آرامي به جاي گذاشته است كه مهمترين آنها كتيبة بيستون<sup>*</sup> است. او در آنها به قدرت رسيدن، كشورگشاييها، ساخت و سازها و ذكر نام اقوام تابع هخامنشيان را شرح داده است.<sup>(9)</sup> ابداع خط ميخي را نيز منسوب به داريوش ميدانند.<sup>(10)</sup> <br />
