سازمان قانوني آرشيوي كه مسئوليت جمع‌آوري و حفظ اسناد ملي و نيز فراهم آوردن شرايط و امكانات مناسب براي دسترسي عموم به اين اسناد را بر عهده دارد. رسم نگهداري و حفاظت از اسناد و مدارك دولتي از ديرباز رايج بوده است. در دوران هخامنشيان هستة مركزي و زيربناي تشكيلات اداري امپراتوري را «بايگاني سلطنتي» تشكيل مي‌داد. سازمان‌هاي آرشيوي سلطنتي ايران در بابل، اكباتان، شوش، پرسپوليس، و ديگر شهرهايي كه محل زندگي شاهان ايراني بود وجود داشته است.&lt;sup&gt;1&lt;/sup&gt; در دورة صفويه رونوشت تمام ارقام مربوط به امور مالي و احكام و نشانه‌ها و نامه‌ها و اسناد در دفاتر مخصوصي ثبت مي‌شد. محل نگهداري اين دفترها كه «انبار دفترخانة ديوان اعلا» نام داشت ظاهراً عمارت چهلستون بود.&lt;sup&gt;2&lt;/sup&gt; در دورة قاجاريه از زمان فتحعلي‌شاه، اسناد و مكاتبات و سواد فرمان‌ها در دربار نگهداري مي‌‌شد. از زمان ناصرالدين شاه، علاوه بر بخش نگهداري اسناد دربار، اسناد سياسي در وزارت امور خارجه و اسناد مالي در دستگاه ميرزا يوسف خان مستوفي‌الممالك گردآوري مي‌‌شد؛ اما روش صحيحي براي نگهداري آن‌ها موجود نبود.&lt;sup&gt;3&lt;/sup&gt; پس از انقلاب مشروطه و در طي 1280- 1309ش اقدام‌هايي براي به كار بردن روش‌هاي نوين بايگاني با استفاده از دانش و تجارب هيئت‌هاي فرانسوي و بلژيكي انجام گرفت.&lt;sup&gt;4&lt;/sup&gt; در ارديبهشت 1309ش تأسيس مركزي براي حفظ اسناد دولتي در جلسة هيأت وزيران به تصويب رسيد. تا 1345ش كه لايحة تأسيس «سازمان اسناد ملي ايران» به هيئت دولت ارائه شد، هر چند وقت يك بار لوايحي در اين باره مورد بررسي قرار مي‌گرفت. در 1349ش مجلس شوراي ملي قانون تأسيس سازمان اسناد ملي ايران را به تصويب رساند و براي اجرا به دولت ابلاغ گرديد.&lt;sup&gt;5&lt;/sup&gt; طبق اساسنامه، سازمان اسناد ملي داراي يك رئيس، يك شورا، و تشكيلات لازم خواهد بود.&lt;sup&gt;6&lt;/sup&gt; اعضاي شوراي سازمان مركب از وزير امور خارجه، وزير فرهنگ و آموزش عالي، دادستان كل كشور، دبير كل سازمان امور اداري و استخدامي كشور، دادستان ديوان محاسبات و دو نفر از اشخاص متبحر در فرهنگ و تاريخ ايران است.&lt;sup&gt;7&lt;/sup&gt; وظايف شورا عبارت است از: <br /> <br /> ·    تشخيص اوراق زائد قابل امحاء <br /> <br /> ·    تصويب آيين‌نامه‌هاي مربوط به تنظيم و نگهداري اسناد ملي و گذاشتن آن‌ها در دسترس عامه و همچنين مقررات مربوط به اسناد محرمانه و نحوة مراجعه به آن‌ها.<br /> <br /> ·    تصويب مقررات و ضوابط و معيارهاي تنظيم، ضبط، و نگهداري پرونده‌ها و اسناد و مدارك.<br /> <br /> ·    تدوين تعرفة دريافت حق الزحمه در ازاي تهية ميكرو فيلم و فتوكپي و رونوشت گواهي شده. اين وجوه به حساب درآمد خزانة دولت منظور مي‌گردد.&lt;sup&gt;8&lt;/sup&gt;<br /> <br /> اين سازمان داراي بخش‌هاي مختلف شامل پژوهشكدة اسناد، انتشارات، روابط بين‌الملل، و مديريت اسناد، و آرشيو شفاهي است. سرانجام در شهريور 1381 با مصوبة شوراي عالي اداري، سازمان اسناد ملي و كتابخانة ملي ايران&lt;sup&gt;*&lt;/sup&gt;
