عنوان ''شایست نشایست'' را (آنچه روا است و آنچه ناروا است) دانشمندان [[زرتشتی، دین|زرتشتی]] در سدة گذشته بدان دادهاند. نام نویسنده یا گردآورنده كتاب معلوم نیست. وی از تفسیر نَسكهای ''[[اوستا]]'' به پهلوی (زند)، به ویژه از نسكهای مربوط به قوانین (داد) استفاده كرده و گاه نام مأخذ خود را نیز به دست میدهد. از تاریخ نگارش كتاب نشانهای وجود ندارد، اما میتوان با در نظر گرفتن نثر كتاب، تألیف آن را در اواخر دورة ساسانی دانست.<sup>2</sup><br />
