مرتضي قليخان فرزند ميرزاعلي اميرالامرا پدر غلامعلي فكري، در تهران متولد شد در دارالفنون تحصيل كرد. بعد وارد خدمات دولتي شد و مشاغل مهمي مانند حكومت مازندران، عراق، گلپايگان و مانند آنها را عهدهدار شد.<sup>1</sup> پس از استعفا از مشاغل دولتي در دو زمينة روزنامهنگاري و نمايشنامهنويسي به فعاليت پرداخت و روزنامة صبح صادق را منتشر كرد و با نوشتن مقالاتي عليه استبداد محمدعلي شاه در آن روزنامه توقيف شد و به همراه داماد خود ميرزرا جواد تبريزي (سردبير روزنامه) متواري و به شهرهاي بادكوبه، بخارا، سمرقند و سپس شام، تركيه و مصر رفت.<sup>2</sup> پس از پايان استبداد صغير به ايران بازگشت و روزنامة پليس ايران كه وابسته به حزب اعتداليون، يعني حزب طرفدار دولت جديد بود در 4 ذيحجه 1327ق به مديري خود منتشر كرد.<sup>3</sup> اين روزنامه را هم وثوقالدوله توقيف كرد و مؤيدالممالك براي بار سوم در 1291ش( 1331ق/ 1913م) روزنامهي با نام «ارشاد» با همان خط مشي دو روزنامه قبلي تأسيس كرد و در آن بخشي به نمايشي اختصاص داد و چند نمايشنامه از آثار خود را در آن چاپ كرد سپس با تأسيس «شركت نمايشي عالي ارشاد»، فعاليتهاي نمايشي خود دنبال كرد و گسترش داد و با همكاري گروههاي نمايشي انجمن اخوت، تئاتر ملي و كمدي ايران به اجراي نمايشنامههايي از گذشتههاي پرداخت<br />

نمايشنامة كري حكام قديم و حكام جديد، بهترين نمايشنامهي اوست كه در 3 پرده تصنيف شده و در آن وضع نابسامان حكومت پيش از انقلاب مشروطه نشان داده شده است.<sup>6</sup> <br />
