مرتضي فرزند رضا و طوبي دختر حاجي احتشام نظام از درباريان [[قاجاریه|قاجار]] بود. اجداد پدرش از مردم تفرش بودند. او در محلة عولادجان تهران به دنيا آمد. تحصيلات مقدماتي را در مدرسة ثروت به پايان رساند. سپس وارد دارالفنون شد. در همان زمان سرودن شعر را آغاز كرد و تخلص مشفق را براي خود برگزيد، اما چون در اين كار موفق نشد به رمان نويسي روي آورد و جلد اول رمان ''تهران مخوف'' (1301ش) را نوشت. به سياست و بازي در تئاتر نيز علاقه داشت. پس از گذراندن دورة متوسطه در دارالفنون به آلمان رفت.<sup>1</sup> در برلن به تحصيل حقوق پرداخت و در همان هنگام عضو هيأت تحريريه مجلات ''ايرانشهر'' و ''فرنگستان'' شد. پس از پايان تحصيلات به ايران بازگشت و مديريت مجلة ''ايران جوان'' را به عهده گرفت.<sup>2</sup> چندي نيز مدير مجلة ''فلاحت'' و ''تجارت'' گرديد. دوران خدمات دولتي او نيز در وزارت امور خارجه گذشت.<sup>3</sup> اثر مشهور او، ''تهران مخوف'' نخستين رمان اجتماعي در تاريخ رمان نويسي ايران به شمار ميرود.<sup>4</sup> موضوع اصلي اين رمان عشق پاك جواني نجيب و درستكار به دختر عمه اش است كه به سبب اختلاف طبقاتي دو خانواده به ناكامي ميانجامد.<sup>5</sup> از ديگر آثار وي ميتوان يادگار يك شب (1304ش)، گل پژمرده (تهران 1308ش) و اشك پر بها (تهران، 1309ش) را نام برد.<sup>6</sup> <br />
