عنوان مأمور حكومتي در نظارت بر اجراي احكام شرعي در جامعه زیرنظر داشتن رفتار و كار مردم درکوچه و بازار و جلوگيري از كارهاي خلاف شرع و ناشایست و تخطّي آنان به حقوق يكديگر. <br /> <br /> در جوامع اسلامي معمولاً محتسب از سوي امام يا نايب امام تعيين مي‌‌شد. وظيفة او «حِسْبِه»، يعني امر به معروف بود كه يكي از پايه‌هاي امور ديني به شمار مي‌رفت. اين وظيفه آن‌چنان اهميت داشت كه حتی در صدر اسلام پیشوایان دینی خود به «حِسْبِه» مي‌پرداختند.&lt;sup&gt;1&lt;/sup&gt; <br /> <br /> در ایران، از دورة صفوي به اين سو محتسب در بيشتر شهرها، به ويژه شهرهاي بزرگ حضور داشت. محتسب كل مملكت که «محتسب الممالك» خوانده می‌شد بر كار همة اصناف و خريد و فروش كالا نظارت داشت و تنبيه و مجازات متخلفان را از طريق نايبانش (محتسبان) در شهرها اعمال مي‌كرد.&lt;sup&gt;2&lt;/sup&gt; محتسب كاسبان را بر حسب ميزان و نوع گناهشان فَلَك، «تخته كلاه» (گذاشتن تخته‌اي بر گردن و كلاهي بلند بر سر مجرم و آويختن زنگوله‌اي از او و گردندنش در محلة زندگيش)&lt;sup&gt;3&lt;/sup&gt;، زنداني و يا به مرگ محكوم مي‌كرد.&lt;sup&gt;4&lt;/sup&gt; اداره‌اي كه محتسب سرپرستي مي‌كرد «احتساب» يا «ادارة احتسابيه» ناميده مي‌شد.&lt;sup&gt;5&lt;/sup&gt; كار اين اداره کم و بیش مشابه مجموعة برخي كارهاي ادارات شهرداري، شهرباني و دادگستري امروز بود.&lt;sup&gt;6&lt;/sup&gt;
