مير نوروزي چند تن كارگزار براي خود انتخاب ميكرد تا فرمانهاي او را اجرا كنند. پس از پايان دورة كوتاه حكومت نمايشي، مردم مير نوروزي را براي صدور فرمانهايش بازخواست نميكردند.<sup>3</sup> <br />

رسم مير نوروزي را نخستين بار محمد قزويني در زمرة آئينهاي نوروزي در 1323ش به جامعة مطبوعات معرفي كرد و آگاهيهاي تاريخي از رواج اين رسم در سدههاي 7، 8 و 9 ه ق، و ادامة آن در آغاز سدة 14ش داد.<sup>4</sup> اين رسم تا چندي پيش در برخي مناطق ايران و ميان اقوام كرد كردستان و لر بختياري و مردم اسفراين برپا ميگرديد.<sup>5</sup> مثلاً در شهر مهاباد اين آئين به نام «امير بهاري» يا «مير ميرين» و به مدت 3 تا 15 روز برگزار ميشد. امير بهاري كارگزاراني به نام وزير، ميرزا، خنجردار، جلاد، دلقك و فراش داشت كه با او همكاري ميكردند، او پس از دورة حكومتش با پولهايي كه از مردم ثروتمند گرفته بود اسباب عروسي جوانان نادار را فراهم ميكرد.<sup>6</sup> <br />
