[باستاني، ص182]. نسيم شمال در دورة اخير از هر حيث در سطح عالي‌تري قرار داشت. استعداد مدير آن سيد ‌اشرف كاملاً شكوفا شده بود و صاحب مهارت فراوان گرديده بود. روزنامه چاپ تهران از جهت نثر و شيوة نگارش و هم از جهت استحكام اشعار به كلي با آن‌چه در رشت به چاپ مي‌رسيد متفاوت بود. افزون بر آن ترتيب انتشار روزنامه در رشت منظم نبود. در تهران تقريباً نسيم شمال به طور منظّم و بدون توقف منتشر مي‌گرديد. محل روزنامه در تهران خيابان لاله‌زار بود و توزيع‌كنندة آن كودكان خردسال بودند [يغمائي ص33]. مندرجات نسيم شمال تقريباً سراسر فكاهي و انتقادي بود و همة آن‌ها را سيد ‌اشرف مي‌سرود و كمتر اشعار ديگران در آن ديده مي‌شد. اشعار او كه در اين روزنامه چاپ شده بعدها در كتاب مستقلي به نام «باغ بهشت» به طبع رسيده است. [يغمائي، ص33]. <br /> <br /> گفته‌اند سيد اشرف در آفرينش اين روزنامه سخت تحت تأثير روزنامة ملا نصرالدين چاپ قفقاز بوده و اشعار او ترجمة دقيق افكار و آثار صابر است. اما ترديدي نيست كه سيد اشرف در شمار شاعران نغزگو و طنزپرداز زبان فارسي است و در ارائة افكار نو و انديشه‌هاي انتقادي به شيوة طنز زبردست بود و افكار خود را به زباني ساده و در نهايت استادي ارائه كرده است. در ميان جرائد فراوان عصر مشروطه هيچ كدام صداقت و تأثير كلام نسيم شمال را نداشته‌اند. زبان نشريه به زبان تودة مردم نزديك و درك نوشته‌ها و سروده‌ها و ساير مندرجات آن براي عموم آسان بود و همة طبقات آن را مي‌خريدند و اشعارش را حفظ مي‌خواندند. شخص سيد اشرف به رغم آن‌كه از نظر مقام ادبي به پاية شاعران برجستة اين عصر نمي‌رسيد ليكن در بيداري و آگاهي مردم نقش بيشتر و مهم‌تري ايفا كرد. امتياز روزنامة نسيم شمال را پس از مرگ سيد اشرف، وصي او وحيد دستگردي به شخصي به نام حريرچيان ساعي داد و او چند سال اين نشريه را انتشار داد اما نسيم شمال او رونق و اعتبار نشرية سيد اشرف را به دست نياورد.
